The responsibility of the Controller's Office is to provide
financial services needed by the schools and employees, maintain the fiscal
integrity of the organization, provide financial leadership to the Chicago
Board of Education according to state and federal legislation, governmental
regulations, Board policies, and sound financial practices.
Goals & Accomplishments
- Received award
for excellence in financial reporting from the Association of School
Business Officials.
- Maintained balanced
budget for four years that incorporates new educational initiatives,
addresses systems priorities, and provides equitable resource allocation.
- Negotiated a long-term
rate reduction contract with Commonwealth Edison to reduce electricity
costs at CPS and completed a review of past invoices and payments.
- Implemented a technology-financing
initiative to help schools buy technology at low interest rates.
- Implemented the
Oracle General Ledger and Accounts Payable/ Purchasing modules; developed
new business processes and procedures, and trained staff on the new
software, the first phase of a comprehensive, integrated system.
- Revised, implemented and maintained a new chart of accounts.
- Re-engineered Medical
Claims processing to increase revenue and reduce costs; began reviewing
other grants and funding sources for efficiencies.
- Developed a fixed
asset database for land and buildings and adopted a fixed asset policy.
- Worked with City
of Chicago to receive proceeds from Tax Increment Financing (TIF) district,
to fund the Capital Improvement Program.
- Prepared quarterly
financial statements for the first time in the history of CPS.
- Developed a system
of open and direct communication with all schools and offices to foster
an environment of shared financial responsibility and accountability.
