Options Schools serve as one of the district’s strategies to better serve students that tend to be older and off-track, at-risk of not graduating, and furthest from opportunity. In turn, Options schools, also known as alternative schools, are designed to be a unique learning model for students who are not engaged in a traditional high school and seek an alternative pathway to graduation that leads to college and career success.
As the local school district in Chicago, CPS serves as the city's charter authorizer. Illinois Charter School Law requires review of all charter school proposals submitted to Illinois school districts. CPS releases an annual request for proposals designed to review new school applications, provides recommendations to the Chicago Board of Education on new school proposals, and provides oversight to authorized charter schools. CPS uses this RFP as its mechanism to accept proposals and meet the Illinois statutory requirement. The Options Network oversees Options charter school authorization and district oversight within CPS.
The 2026 Request for Proposals
This RFP seeks proposals from development teams and existing operators who wish to open an Options charter or contract school. Before an application can be submitted, any team or operator to submit proposals must first meet with the Options Network.
The application is available for download on the dates specified below. A key timeline of the RFP process is available below.
Prospective RFP applicants must schedule a one-on-one meeting with the Options Network by March 9, 2026, to discuss your proposal and the application process and to request an Epicenter account for RFP submissions. Applicants are encouraged to schedule an appointment as soon as possible. Even those applicants who have applied in years past must schedule a one-on-one meeting before submitting any application materials.

This page includes all materials required to develop and submit a proposal if the applicant applying would be a new operator in Chicago or if the applicant is an existing Chicago operator.
Epicenter Account Information
All applicant groups must designate a lead contact/applicant who will complete the required application tiers in Epicenter, the online document management, compliance, and performance platform used by CPS. To designate a lead applicant for an Epicenter account, all applicants must submit the following information to Molly Mikolajczyk, at mmikolajczy@cps.edu by March 2, 2026, at 5 p.m.:
- Lead Applicant Name, Email, Phone Number
- Proposed School Name
- If applicable, the name of the proposed management organization
The lead applicant will then be provided an Epicenter account (if they do not already have one) and will be provided access to the RFP Tiers in accordance with the stated deadline for each Tier.
