School Resource Officer Program Information

Local School Council SRO Determinations

As part of Chicago Public Schools’ commitment to promoting community engagement and transparency, the district is providing a list of schools with School Resource Officers (SROs) who have been advised to make community-led decisions about whether they want to maintain SROs in their schools during the 2020-21 school year.

The district has consolidated a list of LSC and community meetings that have been scheduled to engage the community or vote on the SRO Program. Schools with SRO programs have been asked to vote on whether they wish to continue their SRO program by August 14, 2020.

If an LSC does not have enough members to meet quorum due to vacancies, the district recommends that the existing LSC members engage the school community and conduct a poll to reach a consensus. The principal and network chief will make the final recommendation based on the consensus from LSC members and feedback from the school community. LSCs can re-visit the decision to retain SROs at any time.

Any changes to dates or votes that have been updated from the previously-posted tracker are denoted with a strikethrough. All final decisions previously posted remain the same, with the exception of Kelly High School, which was originally noted as voting to maintain SROs. Additional information is included below in the footnotes regarding that specific circumstance.

The final decisions as of August 17, 2020 are as follows:

  • Schools/Campuses Opting to Maintain SROs: 55
  • Schools/Campuses Opting to Remove SROs: 17

Schools Without Quorum

Some schools without quorum polled community participants, in addition to polling members of the LSC. Please note that these are schools without quorum due to membership. Schools without quorum due to lack of attendance were asked to re-convene when quorum could be achieved. Polls with community participation are included below.

Schools with Non-Functioning LSCs

The district is defining schools as having a "non-functioning" LSC if they have multiple LSC members from a technical standpoint, but do not have any active LSC members other than the principal, and despite efforts were not able to convene more than one LSC member at the meeting. All of these meetings included public participation and decisions were made in accordance with procedures outlined above for schools without quorum.

Schools Without LSCs

Schools without LSCs have been instructed to engage their school community prior to making determination about the future of SROs in their schools. Dates below indicate community engagement meetings and final decisions will be recorded in this spreadsheet.

School Date Final determination after consulting with the school community: Maintain SROs?
Dyett 8/4/2020 Yes
Englewood STEM 7/29/2020 Yes
CICS-Ellison Charter School N/A Yes

* While a majority of those present at Kelly’s LSC meeting voted to retain their SROs (6-Y; 4-N), the motion failed because as outlined in the LSC Resource Guide (Page 85), LSCs must obtain a majority of their full membership (not a majority of those present) for a motion to pass. Kelly High School has 12 members and therefore, it would have needed 7 yes votes to pass an affirmative measure to retain SROs. This has been communicated with the school community and updated online.

** Little Village represents the Little Village Lawndale High School Campus comprising 4 individual schools in one building: Infinity High School, Multicultural Arts High School, Social Justice High School, World Language High School. The ALSCs of these schools will hold one meeting and conduct a combined vote on this matter. In order to meet quorum, the campuses of Little Village would have needed for all schools to meet quorum. In addition to the poll conducted by the ALSC, the school leaders collected parent, student and staff feedback via a survey. The school leaders and Network Chief used all of this information collectively to make their final determination.

LSC SRO Toolkit

Local School Councils are encouraged to review the LSC SRO Toolkit as they vote to decide whether they wish to maintain the program at their school.
